This is the unnamed woman who laughs at the narrator's French and makes the narrator feel self-conscious. When the narrator tries to order a hamburger using her school French, the woman makes fun of her accent by exclaiming, "Amburger, oh yes we have lots. How much?" (3.6), emphasizing her ability to pronounce an 'H' properly in English, presumably to show off and draw attention to how great her accent is.
