Broker Loan Rate

Definition:

Also known as a broker's call, this isn't the sound of brokers howling in the night. Instead, it's the price that brokers pay to banks so that they can borrow money.

Why bottom? So that they can let investors borrow on margin (when a broker or brokerage fronts an investor some cash so that they can invest).
