Context

This line is spoken by Max Cady (played by Robert DeNiro) in the movie Cape Fear, directed by Martin Scorsese (1991). 

Though it's a remake of the 1961 movie, Martin Scorsese's version is totally its own thing, featuring Robert DeNiro as convicted rapist, Max Cady. Max is out to get revenge on the public defender, Sam Bowden (Nick Nolte), whose lousy public defending landed Cady in prison for 14 years. This quote comes from a brutal scene in which Cady beats up a bunch of dudes with a metal pipe and is hunting Bowden—who's hiding behind a dumpster. Here's the clip, but watch out if you're squeamish. Not for nothing is this called Cape Fear.

Where you've heard it

Well, the first place you probably heard it was when you were playing hide and seek, since the person who's "it" is supposed to yell this out. Hopefully, when you played it, you weren't then chased by a crazy dude with a metal pipe. That would be bad times indeed.

The line also gets a shout-out in an episode of Mystery Science Theater 3000. The horror movie Hide and Seek (also starring Bob DeNiro) also used the line as its catchphrase, but that might be just because it's a movie called Hide and Seek.
