It's sort of hard to explain how two characters laughing could become a super popular TV catchphrase. Well… it's hard to explain if you've never seen Beavis and Butt-Head.

This show aired on MTV and was all about the adventures of two idiotic slackers. In between sitting at home and watching music videos, this dim-witted duo would mostly hang around, getting into trouble and laughing at seriously juvenile jokes. Mostly jokes involving sex. Or butts. Heh, heh, we said butts.

The right time to break out a Beavis and Butt-Head laugh is when someone just said something a little immature. Just think of it as the 90s version of "That's what she said!"
