Context

This line is spoken by Jack Dawson, played by Leonardo DiCaprio, in the film Titanic, directed by James Cameron (1997).

On the prow of the Titanic, third-class (and therefore destined to die) passenger Jack Dawson experiences one of the best moments of his life (at least until he gets to smooch Kate Winslet).

In a fit of ecstasy, he shouts "I'm the king of the world!" giving Titanic, a small independent film you may have seen, the catchphrase it so desperately needed. 

(We're kidding, of course. Don't yell at us, James Cameron.)

Where you've heard it

Unless you're one of the seven people who hasn't seen Titanic, you heard it with the rest of America. Or when James Cameron shouted it from the lectern while holding his freshly minted Academy Award for Best Director. And pretty much any time anyone was feeling really, really good about themselves in the decade after Titanic was released. O whenever anyone is standing at the bow of a ship.
