You've probably seen Parks and Rec, but for the record, it's a show about the shenanigans of the employees of Parks and Recreation department in a tiny town in Indiana. Tom Haverford is an Indian American, born and raised in South Carolina, but it's a running gag in the show that people automatically assume that he's an immigrant. 

In general, Tom is kinda shallow and materialistic, which you can probably tell by the quote. Tom offers this nugget of wisdom to Leslie and Ben as they are trying to decide what to put on their wedding registry.
