This line is spoken by Dobbs, played by Humphrey Bogart, in the film The Treasure of the Sierra Madre, directed by John Huston (1948).

In The Treasure of the Sierra Madre, Humphrey Bogart plays a prospector looking for gold in them thar hills. He's not the only one. When a band of banditos shows up pretending to be the police, Bogey demands ID. "Where are your badges?" he asks. And the alleged police respond, "Badges? We ain't got no badges. We don't need no badges. I don't have to show you any stinkin' badges!"

If you get that response, chances are they're not the police.
