This line is from the song "Kiss the Girl" by Howard Ashman and Alan Menken from the movie The Little Mermaid (1989).

In this song, Sebastian serenades Ariel and Eric as they take a romantic moonlight boat ride. But this crooning crustacean doesn't just think it would be swoon-worthy for these two lovebirds to smooch, he knows it would also break the sea witch's spell, thus allowing Ariel to stay human forever. Sebastian isn't just setting the mood here. He's practically pleading with Eric—"you gotta kiss the girl!"
