Voldemort (and Professor Umbridge…Probably the Ministry of Magic, Too)

Considering that Voldemort doesn't show up until the last twenty minutes of this movie, Harry spends a lot of time dealing with bunch of other villains before the big bad steps onto the scene. The Ministry of Magic is trying to discredit him at every turn, but that's nothing compared to Dolores Umbridge. The woman is a cruel, ruthless, racist who delights in torturing children.

Geez, and you thought the most powerful dark wizard of all time was scary.
