This line is from the song "I Kissed a Girl" by Katy Perry, from the album One of the Boys (2008). 

Here it is, folks: the song that brought you Katy Perry. The label was afraid to put it out, and after it was released, plenty of critics said the lyrics were shallow and just a cheap attention grab. But Katy had plenty of time to laugh at all the haters as her first big single went to #1 and launched a string of hits that hasn't stopped since. Incidentally, Katy claims that the song was inspired by a dream and not the 1995 Jill Solbule song that had the same title. Hmm, a little suspicious, Ms. Perry.

At any rate, here's the video, which features a cameo by Ke$ha before anybody knew who she was.

Where you've heard it

Well, of course you heard it on the series premiere of Glee. No? Well, here it is. The line itself got spoofed in The Smurfs movie, when Smurfette (voiced by Katy Perry herself) admits, "I kissed a Smurf, and I liked it"—ooh, steamy. Very recently, you probably heard Katy sing these lines during her Super Bowl halftime show.
