When a statement like this appears at the beginning of a story, it falls under the category of Famous Last Words.

And then they moved! Those empty pants! / They kind of started jumping. / And then my heart, I must admit, / It kind of started thumping. (Scared.14-17)

Uncommon things tend to scare us because we aren't equipped to deal with them as easily as common things. Pants moving about without an owner inside definitely counts as uncommon.

Now, bicycles were never made / For pale green pants to ride 'em, / Especially spooky pale green pants / With nobody inside 'em! (Scared.34-37)

The madness continues. Pants moving without a wearer is unnatural enough, but pants riding a bicycle is downright freaky.

It just proves that old saying, "empty pants are just as scared of you as you are of them." Just like Mom used to say.
