Men's vs. Women's
Right now, there aren't many women playing football at the collegiate level. Maybe one day, there'll be more. A few schools in the lower college divisions have signed female players, but it's a sport largely dominated by men.
There are several women's semi-pro tackle football leagues sprinkled across the globe, and there are plenty of women doing what some men cannot. Oh, snap. (Pun intended.)
While Title IX is designed to prevent an imbalance in scholarship funding between male and female student-athletes, the applications (or lack thereof) of the legislation to football are unclear...because there are no women's football teams, and few women actually play at the college level.
Usually, what happens is that schools spend a bunch of money on their football teams. Given that Title IX pushes for parity of scholarship money offered to men and women, this allocation of funds means that there's less money left in the budget for other men's sports. Following the same logic, there's sometimes more money available, then, for female gymnasts than male gymnasts at a given college (source).
