Obviously, many law officers are after the Barrow Gang, but most of the attention in the film is focused on Texas Ranger Frank Hamer.

Key to his motivation is the scene when the gang captures him and Bonnie kisses him for a photo that's then released to the press. The experience both humiliates him and intensifies his desire to bring the gang down.
