Welp, that's pretty straightforward. Think about it, though: the colonel is reacting as a participant in a war. From that perspective, arguing for the safeguard of humanity is a maddening affront. War, in the colonel's mind, is not a question of rights, or of human dignity. His point of view, stated flatly here, makes us consider what we we're really doing away with (i.e., human rights to life and liberty) when war is declared.
