These guys aren't very important. They don't have any speaking roles. They only exist in the plot to provoke a reaction in the other characters—particularly, God and Ahaz. These two kings—of Israel and Ephraim—have banded together in order to attack Judah, causing Ahaz to freak out. However, God intervenes with the Assyrians attacking Israel and Ephraim, ravaging both. And Ahaz learns a valuable lesson about faith, trust, and confidence. King Pekah and King Rezah are the two "fall guys" who allow this lesson to take place.
