Character Analysis
He starts out as the skipper of the Kowloon, but when Raven forces him onto a lifeboat with Hiro, he becomes the guide and information source for the remainder of the Mafia mission. Ethnically Chinese but raised in Los Angeles, Eliot is multilingual (normal languages as well as Taxilinga and pirate speak). Unfortunately, though, he also doesn't make it off the Raft.
