To the Max
Max is the main Dauntless leader in these four Four stories. He leads the Choosing Ceremony and, speaking of choosing, has to choose a new leader after Four becomes a full-fledged Dauntless.
We learn that Max is scheming with Jeanine to choose the next leader. Four overhears him saying,
"I don't like him, and I don't want to spend all my days working with someone I don't like." (3.165)
We think the "him" here is Eric, because no one likes Eric. But Max lets Jeanine get her way when he chooses Eric over Four as the next leader. Four even tells Eric that Max would "rather have anyone else" (3.317) but Eric as a leader.
We can't even classify Max as a villain because he's just as much a pawn to Jeanine as Eric is.
