- Experts from the United States and other countries arrive in Japan. They help the Japanese Self-Defense Force plan and build a giant electrical fence around Tokyo bay. Basically, they think Godzilla has the same weakness as a really big cow.
- As the military prepares its defenses, citizens are evacuated from the surrounding areas.
- Ogata tells Emiko that he'll ask for her father's consent for them to marry.
- Yamane arrives home, distraught that all the government can think to do is kill Godzilla. After all, studying its resistance to radiation is a once-in-a-lifetime opportunity, right? Right?
- Ogata disagrees. He thinks Godzilla's no different than the H-bomb still hanging over Japan.
- Yamane gets upset and tells Ogata to get out of his house.
- Ogata decides to wait on the whole marriage talk.
