This line is spoken by Ren Höek, voiced by John Kricfalusi, in the TV show Ren & Stimpy (1991-1996).
Ren might have been a tiny cartoon Chihuahua, but that didn't stop him from getting hugely upset. Most of the time it was because of his dim-witted cat friend, Stimpy. Every time Stimpy would do something completely moronic (which was a lot), Ren would insult him by calling him an idiot. Of course the best way to think of it is with a really drawn out first vowel—"You eeeeeeeeeediot!"
Oh, yeah. That captures the rage nicely.
