Those who can survive on low wages or the minimal income generated by their landscape business should have no problem hanging on. This is not as easy as it sounds. The pay can be quite low for some. A lack of benefits is often a problem. Unlike other low paying horticultural jobs, there is considerable turnover among the lower paid employees in gardening, probably because there is not much hope for advancement, and it is not as easy to make a decent living with such minimal revenue. Discrimination never seems to go away, and can make this sort of work even rougher, even for those who have been doing it for a very long time.
