Character Analysis
Frankie Rollo only appears in Chapter 27. He's summoned before The Vigils and shows them openly that he doesn't respect or fear them:
"I'm not a scared kid who pees his pants because the big bad Vigils call him to a meeting. Hell, you guys can't even scare a punk freshman into selling a few lousy chocolates…" (27.16)
This unfortunate moment lets The Vigils know that they have to make an example of Jerry, or else they'll lose all of their power. Carter gets things rolling by making an example of Frankie. He beats him up, on the spot, and then has some other Vigils toss him out on his ear.
