Jake Jeebs is an alien who owns a pawn shop on the East Side, and his head will grow back if you shoot it off. This easily puts him in the Top Ten unique East Side residents although he won't be cracking the Top Five anytime soon.
Jeebs deals in stolen Rolexes but that's just a cover for the really good stuff—alien weaponry. Kay gets Jeebs to show them the illegal cache by shooting his head off, and Jay identifies the weapon used by the perp earlier in the movie. Kay orders Jeebs to take the next transport off Earth.
This incident is the first time Kay proves to Jay that aliens live on Earth. And you never forget your first time… unless you're neuralyzed immediately afterward.
